Your evolution doesn't depend on your skills what you deliver but only on your political game ( what others deliver and how you can take credit of this ) As long as you have visibility to other important people , it matters. The peer review is only a ball game about keeping good relations with others. Competent but shy people will stay at the same role, the salary won't grow, they will leave. The talkative who commit lots of mistake will get a promotion. The refund, travel, conference opportunities depend on this visibility.
