Heads of Departments and MD pulled in from other businesses and don’t really know well the Services which they administer.
Revolving door of leadership. MD uses Peter Principle to hire rather than value real talent and track record.
No real meritocracy eg one of the Heads of Department in HK only has high school level qualifications. Not OK, especially in HK where credentials are valued.
Lots wrong internally. MD makes sure that the inner circle is only yes people rather than value different views. Gives rise to glass ceiling and chemistry issues with management, especially if you have career goals and want to get ahead.
