Not enough work to go around at SM level Ask you (unofficially) to bill less than you work to avoid hitting margins (EP writedown). Need to work 1.5 projects at a time to hit annual Util goals (70%), at 20 hours per week, per engagement. Models built to give SM's less hours due to margin impact, leads to structural and systemic issue with SM billability.
