Dell Technologies Project Program Manager Senior Advisor interview questions

I was contacted by HR and they set up a phone interview with the hiring manager. The phone interview went very well and I was set up with a 1:1 interview with the hiring manager and 3 other people. The interview went OK, but it felt like they had already decided on someone and were just going through the motions. This is very discouraging, since my time has now been wasted and their time has been wasted, which makes me think they are not running things efficiently. Needless to say, I did not get an offer. Their feedback was "they were looking for a different level" and did not elaborate. This confirmed my feelings during the interview.
